Tefillin needs maintanence. The most neglected and most importent, is to maintain its black color. Both the Batim, and even more so - the Retzuos, must be properly black all over. Whenever necessary, this marker shoud be applied to assure its proper color. After many years of wear and tear, the marker might not be so effective. Replacing the Retzuos would then be the only option.
